Shift-click as "add to selections" in Notes is at least as old as shift-click as "select inclusive" is elsewhere, and probably older. You may have noticed that Lotus does not like to tinker with user expectations in the UI -- once they set a behaviour, they stick with it.
I'll agree with you completely on the .SelectDocumentAndKeepSelected, though (although I'd hope they can find a shorter mnemonic phrase, or make it an optional Boolean parameter to the existing .SelectDocument).
